The Connecticut Inspector General's Office has concluded that a police officer acted in self-defense when he shot and killed a man in Colchester in April 2024 after the man exited a basement door and pointed a shotgun at him.

The investigation concluded that it was "objectively reasonable" for Colchester Police Department officer Kiruluss Wassef to shoot 33-year-old Jared Michael Billard, who died after being rushed to a hospital on April 18, 2024, according to a report released Wednesday by Inspector General Eliot Prescott.

"Wassef subjectively and honestly believed that the use of lethal physical force was necessary to defend himself from death or serious physical harm," Prescott wrote. "Under these circumstances, it was objectively reasonable for Wassef to believe he was facing the imminent use of lethal force."

According to the report, Wassef and officers Bryan Kowalsky and John Zavalick responded to a call shortly before 6:20 p.m. at 759 Norwich Ave. regarding a possible disturbance. A second-floor tenant reported that the landlord, identified as Billard, had been behaving erratically since the beginning of the day.

The tenant told authorities that Billard appeared intoxicated as early as 2 p.m. that day, when he saw him taking pictures of himself and his Jeep, which was parked on the lawn, according to the report. The man said Billard was unsteady and "very vocal."

According to the report, the man said he left home to go shopping and, upon returning, found Billard arguing with another resident about whether or not he should drive. Billard apparently hit a wooden beam, the tenant told investigators.

According to the report, some time later, Billard allegedly put food on the grill and went down to the basement. The tenant found flames coming from the bottom and lid of the grill, which was under the house's deck. He disconnected the propane gas and was helped by another resident to move the grill away from the house.

Around 5:20 p.m., Billard went back outside and started grilling again, acting aggressively, according to the report. Shortly after, Billard allegedly asked someone for a cigarette and said, "I could destroy you," according to the report.
